This is due to the Antideficiency Act, which prohibits the Government from incurring budgetary obligations before an appropriation is made, unless authorized by law. Therefore, any scheduled leave, including annual leave, must be canceled during a shutdown and will not count toward an employee's total leave hours. ..."
